Delaware's medical cannabis card application is managed by the Office of the Marijuana Commissioner (OMC) and processed through the BioTrack patient portal. Here's the full process:

Step 1: Obtain a Practitioner Certification

Visit a Delaware-licensed MD, DO, APRN, or PA to obtain a medical cannabis certification. Since HB 285 (effective July 1, 2024), practitioners have discretion to certify patients with any diagnosed medical condition. Telemedicine consultations are permitted.

Doctor consultation fees typically range from $45 to $200 depending on the provider. These fees are separate from the OMC application fee.

Exception: Patients aged 65 and older can self-certify and skip this step entirely.

Step 2: Create a Patient Account

Register at the OMC patient portal: delaware.biotrackthc.net/patients/actions/. You will need an email address and will create login credentials.

Step 3: Complete the Application

You can complete the application online through the BioTrack portal, or download a PDF application from omc.delaware.gov/medical/ and submit it by mail or in person.
